It applies broadly to e-commerce, banking, e-books, transport, telecoms, and consumer devices sold in EU member states.

- EU businesses in covered sectors
- Non-EU businesses selling covered products or services in the EU

- EN 301 549, which incorporates WCAG AA
- Accessibility information published with products
- Accessible payment, ticketing, and identification flows
